I just loaded the Pro Personal version. I have Multisite. I tried Network Activate, Activate from the network site, and activate from a sub-site. All three attempts takes me to a page that just says Access Denied.
This is the 1st message of such kind. Is it possible to check this on site? Superadmin and FTP access could be required.

Just in case someone meet a similar issue, by @kardon report the reason of a problem was not deactivated free version of User Role Editor.
You should deactivate free version of User Role Editor Pro before activate Pro version. In general you will see correct error message, but it seems there are exclusions…
