Add/Edit/Delete Users but for only specific Roles

Hi. Can we give a Role the ability add/edit/delete Users but only Users that are set to specific Roles? And the ability for them to only set users to those Roles? For example, we have three Roles we created called Pending, Brand, and Seller. We have other Roles for different Admin levels, but these 3 roles are for Site Users and controls what they can see/do on the website. We want our membership team to be able to modify/add/delete any Users that have those Roles only, including changing their Role to one of the other three Roles (but not Admin, Author, etc) and ability to delete those Users (if and only if they are one of those three Roles). Is this possible?
