Controlling editing of other users posts + moderation

Hi,

We need to have moderation and an approval process before any posts get pushed to our WordPress site.
We would allow administrators to have to approve or reject abilities on a post before any post gets pushed to the site.

We want users to be able to post to our site
We want admins to be able to edit all posts
We do not want others editing others’ posts
