Core WP Administrator has no access permissions on frontend other roles

We are currently having some difficulties with access permissions for the core WP administrator role.

When logged 2 types of users should be able to download a file:
– subscribers
– a custom created role (a custom created administrator role)

Up until recently the WP core administrator could also access everything on the frontend for the 2 mentioned roles. Recently we manually have to add the custom created role to all of our admins to have them gain access.

The WP core administrator has 100% full access to all options in the User Role Editor (all options are checked).

Is there a way that we can fix this so the WP administrator automatically inherits all access and permissions of a custom created user ?

I suppose, that plugin responsible for the front-end access to the downloads checks not user capability, but user role. If this plugin has settings for the list of role, allowed to download, add ‘administrator’ to that roles list.
