Define separate taxonomy and attach it to your CPT. It will use the same ‘manage_categories’ capability. But user will work with the separate list of categories. If you need you may block unneeded menu items using “Admin menu blocking” add-on.

Hello. Sorry to jump into this thread…but it has been helpful in something I’m doing now (showing only data to that logged in user)

My question…is there a way to do this on a role level automatically, without having to go to each user and choosing Allow > Own data only.

Hi,

Yes. Go to “Users->User Role Editor”. Select role and click “Posts Edit”. It has a similar “Own data only” option.
