Select a User Role

Hi, Team
My Shop Owner should see the select user role option in wocommerce filter option (now only 4 option can see – Gust-subscriber-customer-shop manager)
I crated a agency role.
Our shop owner canot see it .
what should I do, or which permission to give
administrator can see it
If I give shop owner role to administrator role, how can change the permission.
Now I canot do anything on it
