How do I configure URE so that one of my Users can post and manage comments etc in only one Category?
Excuse for a delay with answer – I had 2 weeks vacation.
Posts edit restrictions add-on will help with your task.
It allows input category ID to special field at the user profile. User will can post and edit existing post inside of that category only.
