User role granted user permissions but unable to edit all users

Hello,

I’ve granted a role with the following user capabilities:

create_users
delete_users
edit_users
list_users

However, the person assigned to this role is receiving the following error when trying to edit some of our users. “Sorry, you are not allowed to edit this user.”

I’ve tried to identify commonalities between the users that they are unable to edit with no luck.

I’ve also tried enabling the following with no luck:

promote_users
remove_users

Any ideas on how to solve this would be much appreciated!

The users in question <u>are not</u> administrators.

Try to deactivate all plugins. Will this problem go away?
If Yes, activate plugins back one by one to isolate a reason.
