Users delegated to manage users not able to manage users

This previously worked without issue and we are in the process of testing previous versions but I wanted to raise a ticket here in case anyone else was running into this.

We have a role that we have given full permissions to on a multisite, however when they go to that specific site they are unable to see the list of users and manage the users.

We have disabled all other plugins but still seeing the same issue. Any ideas?

Ended up discovering this was an internal bug and not related to the plugin at all
