Elementor Hello theme missing from menu

The “Hello” theme menu item in the admin sidebar is not visible even for full Administrator role in:
WP 7.1.3
Hello 3.5.1
Elementor 4.3.5
Elementor Pro 4.3.2
PHP 8.4.22

The settings are still accessible via their URL at /wp-admin/admin.php?page=hello-elementor-settings

URE is certainly aware of Hello as it is listed under the Users > User Role Editor > (role) > Admin Menu. It has not been selected to be hidden for any role, though as I’ve said it is not visible to full Admins anyway (who have all permissions) so I don’t think it’s an individual role config issue.

Have switched URE Pro off to confirm the problem is with URE.
